My telegram No. 73.

United States Minister, in reciprocation of my frank

annications, has just sent me copy of following side

mémoire addressed by him to Minister for Foreign Affairs

on February 6th:

"The American Minister has the honour to (group omitted)

His Excellency the Minister for Foreign Affairs that he is

just in receipt of telegraphic information from His Govern-

ment that United States Government is now in process of dis-

qussing with British Embassy at Bashington subject of con-

trast concluded on January 8th 1921 between Ministry of

Communications of Chinese Government and an American concern,

the Federal Telegraph Company of California, and that in

the course of these disqussions terms of contract concluded

with Chinese National Wireless Company on May 24th 1919 are

also being taken into consideration.

"These facts are brought to the attention of His Exoel-

lengy the Minister for Foreign Affairs in the hope tust the, will indicate inadvisability of any definite sation by Chinese Government in connection with contract entered into with

Federal Telegraph Company until results of negotistions re-

ferred to above are known.
